EU CBAM Default Values & Benchmarks by Sector

Dataset vintage 2026-10-20 · 283 Annex IV rows · 570 benchmark products (1804 routes) · 12540 country-level rows · 122 origins

The EU Carbon Border Adjustment Mechanism prices the embedded carbon of imports into five goods sectors. Where an importer cannot (or will not) report actual installation emissions, the Commission's default values apply: the Annex IV highest defaults, the production-route benchmarks and the country-level default values. This page family renders our structured dump of those official workbooks; every figure below is computed from the dataset at build time. Pick a sector:

Frequently asked questions

What are CBAM default values?
They are the embedded-emissions figures published by the European Commission that EU importers may use instead of actual installation data: Annex IV highest default values (283 product rows), production-route benchmark values (570 CN8 products, 1804 routes) and country-level default values covering 122 origins across 12540 product-country rows.
Which good carries the highest CBAM default value in this dataset?
Hydrogen (CN 2804 10 00, hydrogen) carries the highest Annex IV default value in this dataset at 26.64 tCO2e per tonne.
Do the defaults cover my country?
The country-level default-value tables span 122 origins plus a catch-all row labelled 'Other Countries and Territories', which applies where no country-specific value exists.
How fresh are these figures?
Default values follow Implementing Regulation (EU) 2026/1740 (correcting (EU) 2025/2621); benchmark values follow Implementing Regulation (EU) 2025/2620. This snapshot was retrieved 2026-10-20 and is refreshed quarterly from the European Commission workbooks linked on this page.
