What does the Special column of the HTS mean?
The Special column lists preferential duty rates available under US free trade agreements and preference programs. Each letter symbol in parentheses names one program; you may claim the Special rate only if your goods qualify under that program's rules of origin.
How do I check if my product qualifies for a preferential rate?
Enter the 8- or 10-digit HTS code and pick the country of origin. The checker decodes every program symbol carried by that tariff line and highlights the one matching your origin country. Qualification itself depends on the agreement's rules of origin and required documentation.
Why do some symbols say Pending legal review?
Symbols outside the seventeen highest-frequency programs are shown with the gloss from the official USITC Index of Symbols but flagged for review, because individual program conditions and their current authorization status change over time. ExportSonar does not invent interpretations.
Is the Special rate always Free?
In the October 2026 USITC export mirrored here every non-empty Special cell carries a Free rate for the listed programs, but the schedule can change. Always read the rate text shown on the result card rather than assuming zero duty.
