This rule will require persons who intend to manufacture (including import) or process any of the seven ethylene glycol ethers for an activity that is designated as a significant new use by this rule to notify EPA at least 90 days before commencing such manufacture or processing. The required notifications would provide EPA with the opportunity to evaluate the intended use and, if necessary based on the information available at that time, an opportunity to protect against potential unreasonable risks, if any, from that activity before it occurs. EPCA also requires that any new or amended energy conservation standard must be designed to achieve the maximum improvement in energy efficiency that would be technologically feasible and economically justified, and would save a significant amount of energy. In this final rule, the U.S. Department of Energy (DOE) is adopting more stringent energy conservation standards for CCWs because DOE has determined that the amended energy conservation standards for CCWs would result in significant conservation of energy, and are technologically feasible and economically justified.DATES: The effective date of this rule is 13 February 2015.
