Duty-Free Isn't Tax-Free: What 37 De Minimis Thresholds Actually Exempt
Data snapshot 2026-10-13·37 markets, source-linked·Updated October 15, 2026
The United States suspending its $800 de minimis exemption dominated headlines, and our Section 321 timeline tracks exactly how that happened. But a quieter trap sits underneath every remaining threshold in the world: two markets can both advertise a “duty-free under X” rule while treating the same parcel completely differently, because the thresholds waive different taxes on different channels for different volumes. This guide decomposes our 37-market de minimis dataset (as of 2026-10-13, every row carrying its own source URL and retrieval date) into the four dimensions that actually decide what you pay.
1. Which tax is waived: duty-only is the norm, not the exception
In 7 of the 28 markets that still operate a numeric threshold, something remains payable below it. The United Kingdom waives customs duty on consignments up to GBP 135 but collects VAT on all values — VAT-on-Imports means the seller collects it at checkout for consignments at or below that line — customs duty: none due <=GBP135 (non-excise); VAT: due on ALL values (seller collects via UK VAT-on-Imports <=GBP135; gifts <=GBP39 VAT-free). Saudi Arabia exempts duty below SAR 1,000 while its 15% VAT applies regardless — duty only (15% VAT still applies); the UAE mirrors that with 5% VAT. Brazil's US$50 rule is duty-only with state-level ICMS always due — import duty (II) only; ICMS (state VAT) always due - no true de minimis. Malaysia went further: the RM 500 line coincides with a 10% low-value-goods sales tax collected online, so the “exemption” arrives together with a new levy — 10% sales tax on low value goods (online, RM<=500); de minimis facility per Customs Duties (Exemption) Order 2017 item 94. Norway and Chile shift collection to checkout for registered platforms, keeping 25% or 19% VAT flowing on every order (tariff/duty exempt below US$500 under remote-sale regime; 19% VAT collected at checkout by SII-registered platforms instead of at import). And Colombia runs the inverse regime: below US$200 the VAT is free for agreement-partner post while the customs duty follows normal tariff treatment — VAT (IVA) exempt <=US$200 for non-commercial postal/courier from FTA partners (Ley 2155/2021); tariff treatment per Decreto 1165/2019 modality.
The practical consequence: a “duty-free” parcel into London or Riyadh still carries 15–20% consumption tax. Landed-cost math that stops at the duty rate understates the bill.
2. The micro-floor club: exemptions worth less than the paperwork
Three surviving thresholds are so small they barely clear the cost of processing them. Thailand cut its duty-free line from THB 1,500 to THB 1 (Notification 219/2568, effective 2026-01-01) — import duty exempted only for customs value <=THB 1; VAT/excise payable above THB 1. Switzerland waives duty and import VAT only up to CHF 5 of tax at stake — customs duty AND import VAT: amounts <=CHF 5 not collected (administrative de-minimis); gifts P2P <=CHF 100 fully exempt ( excl. alcohol/tobacco). Canada's general mail lane is C$20 — General regime: mail or courier shipments <=C$20 duty and tax free from ANY country. Only the CUSMA courier lanes (C$40/C$150 bands) give the Canadian threshold modern relevance. When your compliance checklist says “Canada: de minimis C$20”, treat it as a flag to compute the real bill, not as a green light.
3. Caps and channels: the conditions hiding behind the number
3 markets attach annual volume caps to their exemption. Argentina grants up to USD 400 per shipment but only for the first five shipments per person per year under Puerta a Puerta — import duties + tasa de estadistica (first 5 shipments/person/year); IVA & internal taxes still due. Nigeria's new US$300 rule (effective 2025-09-08) is limited to four importations per annum; Taiwan disqualifies repeat importers after six exempt releases in a half-year. Channel gates appear in 5 markets: Singapore's GST relief covers post and air imports but not sea or land — GST relief (post/air imports only); no duty on non-dutiable goods; Vietnam's VND 1,000,000 duty waiver applies to courier and express consignments specifically — courier/express shipments with customs value <=VND 1,000,000 exempt from import duty (Decree 134/2016 art.29 cl.2); also exempt if total payable tax <VND 100,000; over both caps the WHOLE consignment is taxed; Colombia ties its VAT relief to FTA-partner origins; Argentina's Puerta a Puerta relief rides solely on Correo Argentino's courier lane; and Nigeria's US$300 concession reaches only express shipments and passenger baggage. A threshold is a property of a lane, not of a country.
4. The abolished column: where no low-value exemption survives
9 of the 37 documented markets now operate with no general low-value exemption. Germany and Ireland sit under the EU-wide abolition: Council Regulation (EU) 2026/382 ended the EUR 150 duty exemption on 1 July 2026 and replaced it with a flat EUR 3 charge per product category below that line — duty: NONE exempted since 2026-07-01 (flat EUR 3 per category <=EUR150); VAT: none exempted since 2021-07 (19%/7% on all values). Turkey deleted its EUR 30 postal/courier exemption effective 6 February 2026 via Presidential Decision 10813, replacing it with flat 30%/60% duties up to EUR 1,500 — customs duty exemption for postal/courier e-commerce consignments ABOLISHED effective 2026-02-06; flat-rate duty 30% (EU-origin) / 60% (other) up to EUR 1500, +20% OTV surcharge on listed goods; previously EUR 30 duty-free. South Africa phased out its sub-R500 concession on 1 September 2024 — none (low-value concession abolished - duties and VAT apply at all values). Iceland never had a general waiver; Hong Kong is a free port where the concept is moot; and Egypt, Kenya and Serbia remain marked unverified in our dataset — we publish no figure rather than an unsourced one. For the country-by-country ranking behind this analysis, see our companion piece on where the $800 rule still lives across 37 markets.
What exporters should do with this
First, quote the effective rate, not the threshold: VAT-at-checkout regimes (UK, Norway, Chile, Australia's LVG rule) mean the buyer pays tax upfront either way. Second, model the lane, not just the market — post versus courier changes the answer in Singapore, Vietnam and Colombia. Third, watch the calendar caps in Argentina, Nigeria and Taiwan, which turn a repeat customer's fifth parcel into a fully taxable one. Our free duty calculator handles the US side of that math, and the MPF/HMF entry fees guide covers the fixed fees that apply regardless of de minimis status. For teams shipping into many of these markets at once, the monitoring plans flag threshold changes the week they happen.
The data behind this guide
Every figure above is derived from our structured dataset of 37 markets (snapshot 2026-10-13), assembled from official customs and tax authority pages, statutory instruments and gazette PDFs. Each record stores its publisher, direct source URL, a verbatim source quote and the retrieval date; rows we could not verify against an official text are labelled as such instead of receiving a borrowed number. The spotlight selection below shows the raw scope texts for twelve representative markets:
United Kingdom — 135 GBP
customs duty: none due <=GBP135 (non-excise); VAT: due on ALL values (seller collects via UK VAT-on-Imports <=GBP135; gifts <=GBP39 VAT-free)
Source: GOV.UK (HM Revenue & Customs), retrieved 2026-10-13 — https://www.gov.uk/goods-sent-from-abroad/tax-and-duty
Record note: GBP135 is the customs duty point for non-excise goods posted from abroad; VAT applies from the first pound except gifts <=GBP39; NI keeps EU-aligned treatment for goods 'not at risk'. Verified live on gov.uk 2026-10-13.
Saudi Arabia — 1,000 SAR
duty only (15% VAT still applies)
Source: Zakat, Tax and Customs Authority (ZATCA), retrieved 2026-10-13 — https://zatca.gov.sa/en/RulesRegulations/Pages/systems.aspx
Record note: Personal/non-commercial express & postal shipments below SAR 1,000 (total incl. goods+shipping+insurance) exempt from customs duty per ZATCA e-commerce buyer guidance; VAT 15% payable regardless; SAR 15 declaration fee. Enforcement tightened from May 2026 (random inspection of sub-SAR1000 parcels raised ~5%->35% at Riyadh/Jeddah). ZATCA official VAT Guideline 2nd ed. May 2026 (72pp, archived locally) contains no low-value clause - relief sits in customs-side personal-goods rule, hence secondary.
Brazil — 50 USD
import duty (II) only; ICMS (state VAT) always due - no true de minimis
Source: Receita Federal do Brasil, retrieved 2026-10-13 — https://www.gov.br/receitafederal/pt-br/assuntos/aduana-e-comercio-exterior/manuais/remessas-postal-e-expressa/preciso-pagar-impostos-nas-compras-internacionais/saiba-em-quais-casos-nao-e-preciso-pagar-impostos-em-suas-compras-internacionais
Record note: Not a blanket exemption: general rule is 60% II + 17-20% ICMS on international purchases. Zero-II benefit applies to individuals buying via Remessa Conforme certified platforms up to US$50 (new table for entries from 2026-05-12: 0% II to US$50, 60% minus US$30 discount for US$50.01-3000). Person-to-person postal remittances <=US$50 also exempt from federal II. Official page explicitly debunks myth of automatic tax-free imports under US$100.
Malaysia — 500 MYR
10% sales tax on low value goods (online, RM<=500); de minimis facility per Customs Duties (Exemption) Order 2017 item 94
Source: Royal Malaysian Customs Department (MyLVG portal), retrieved 2026-10-13 — https://mylvg.customs.gov.my/Home
Record note: MyLVG official portal: sales tax applies to low value goods (all goods valued at RM500 or below from abroad) sold online and delivered by land/sea/air; collection effective 2024-01-01 at flat 10%.
Thailand — 1 THB
import duty exempted only for customs value <=THB 1; VAT/excise payable above THB 1
Source: Thai Customs Department, retrieved 2026-10-13 — https://www.customs.go.th/list_strc_download_with_docno_date.php?ini_content=announce_230119_01&ini_menu=menu_Interest_and_law_160421_07&left_menu=menu_Interest_and_law_160421_07_230119_01&order_by=date&sort_type=0&lang=th
Record note: Notification 219/2568 (effective 2026-01-01) repealed Notification 191/2561 and its <=THB 1,500 duty exemption; official announcement-list entry confirmed on customs.go.th but the PDF is a scan without text layer, so figures were cross-checked via Thailand Post notice and law-firm analyses -> secondary.
Switzerland — 5 CHF
customs duty AND import VAT: amounts <=CHF 5 not collected (administrative de-minimis); gifts P2P <=CHF 100 fully exempt ( excl. alcohol/tobacco)
Source: Swiss Federal Office for Customs and Border Security (BAZG), retrieved 2026-10-13 — https://www.bazg.admin.ch/de/empfangen-von-briefen-und-paketen
Record note: De-minimis is administrative: duties/VAT <=CHF 5 are waived, equal to ~CHF 62 goods value at standard 8.1% VAT (or CHF 193 at reduced 2.6%). P2P gift shipments <=CHF 100 duty+VAT free excluding alcohol and tobacco. Verified live on bazg.admin.ch 2026-10-13 (portal renamed from bazo.admin.ch).
Canada — 20 CAD
duty + taxes
Source: Canada Border Services Agency (CBSA), retrieved 2026-10-13 — https://www.cbsa-asfc.gc.ca/services/cusma-aceum/lvs-efv-eng.html
Record note: General regime: mail or courier shipments <=C$20 duty and tax free from ANY country. CUSMA lanes (courier from US/Mexico only): <=C$40 duty+tax free; C$40-150 duty free but taxes due. Postal from US/MX stays C$20. Exceptions (alcohol, tobacco, cannabis etc.) per Courier Imports Remission Order (SI/85-182) and Postal Imports Remission Order (SI/85-181). Canada did NOT follow the US 2025 suspension.
Argentina — 400 USD
import duties + tasa de estadistica (first 5 shipments/person/year); IVA & internal taxes still due
Source: ARCA (Agencia de Recaudacion y Control Aduanero, ex-AFIP), retrieved 2026-10-13 — https://www.arca.gob.ar/envios-internacionales/puerta-a-puerta/exencion.asp
Record note: Puerta a Puerta (Correo Argentino personal-use purchases <=USD 3,000 FOB): first 5 shipments per calendar year per person up to USD 400 FOB each are exempt from derechos de importacion and tasa de estadistica; IVA and Impuestos Internos remain payable. Over-quota shipments lose the franchise entirely (full general-regime taxes). Books/print/documents exempt without declaration. Decreto 604/2026 unified puerta-a-puerta with courier regime; operationalized by ARCA Resolucion General 5884/2026 (valid from 2026-07-30).
Singapore — 400 SGD
GST relief (post/air imports only); no duty on non-dutiable goods
Source: Singapore Customs, retrieved 2026-10-13 — https://www.customs.gov.sg/doing-business/import-operations/import-procedures/importing-by-postal-or-courier-service/
Record note: Relief excludes intoxicating liquor and tobacco; sea/land imports ineligible; since 2023-01 GST on low-value goods from GST-registered overseas vendors is collected at checkout (OVR regime).
Vietnam — 1,000,000 VND
courier/express shipments with customs value <=VND 1,000,000 exempt from import duty (Decree 134/2016 art.29 cl.2); also exempt if total payable tax <VND 100,000; over both caps the WHOLE consignment is taxed
Source: Vietnam Government Gazette (Cong bao dien tu, chinhphu.vn) - Decree 134/2016/ND-CP, retrieved 2026-10-13 — https://congbao.chinhphu.vn/van-ban/nghi-dinh-so-134-2016-nd-cp-21147.htm
Record note: Verified against the official gazette (Cong bao) PDF hosted by the Government Publishing Office: art.29 cl.2 grants duty-free treatment to imported goods sent by express/courier service with customs value up to VND 1,000,000 (or total tax below VND 100,000); above either cap duty applies to the entire consignment. Earlier refresh attempts failed because vanban.chinhphu.vn returned 404 and thuvienphapluat.vn/dulieuphapluat.vn block automated reads; the clause lives in art.29 (not art.4 as previously assumed). VAT treatment under the same decree not re-quoted from primary text.
Ukraine — 150 EUR
international postal/express consignments with invoice value <=EUR 150 equivalent exempt from customs payments (Customs Code art.234 cl.3, citizens); excisable goods always taxed; >EUR 150 taxed per art.374 procedure
Source: Verkhovna Rada of Ukraine - Customs Code of Ukraine (Mитний кодекс), art.234, retrieved 2026-10-13 — https://zakon.rada.gov.ua/laws/show/4495-17
Record note: Verified live on zakon.rada.gov.ua (direct TLS read succeeded after request-level retries; Wayback id_ replay used as second route). Article pointer CORRECTED: the relief sits in Customs Code art.234 (Taxation of goods moved in international postal and express consignments), cl.3 for citizen recipients - NOT art.109 as the previous record assumed (art.109 covers temporary admission transfers). Cl.3 amended by Law 1999-IX of 25.01.2022. Above EUR 150 the excess regime follows art.374 (10% duty + VAT on the excess band). Next refresh: none required unless Law amendments change cl.3 amount.
Japan — 10,000 JPY
duty + consumption tax
Source: Japan Customs (Customs Answer FAQ 1006), retrieved 2026-10-13 — https://www.customs.go.jp/english/c-answer_e/imtsukan/1006_e.htm
Record note: Total customs value <=10,000 yen per declaration/parcel exempt; designated articles excluded (leather bags, knitted apparel, ski boots, leather footwear); liquor/tobacco excises still payable.
Frequently asked questions
Does a de minimis threshold mean the parcel pays nothing?
Rarely. In several markets the threshold only waives the customs duty while VAT or a substitute sales tax is still collected - at the border, at checkout, or from the seller. Our 37-market dataset marks seven jurisdictions where a surcharge applies even below the threshold, including the United Kingdom, Saudi Arabia and the UAE.
Which markets abolished their de minimis threshold recently?
The EU abolished its EUR 150 duty exemption Union-wide effective 1 July 2026 (Council Regulation (EU) 2026/382, replaced by a flat EUR 3 charge — per item per the European Commission's notice, per product category inside a parcel per German customs), Turkey deleted its EUR 30 postal/courier exemption effective 6 February 2026, and South Africa phased out its sub-R500 concession on 1 September 2024.
How do I know whether my shipment qualifies?
Three checks: which taxes the threshold waives (duty only or duty plus VAT), which channel it applies to (postal, courier, or platform-registered remote sales), and whether an annual cap on exempt shipments applies. The dataset behind this guide records the source for every row so you can verify against the official text.
